Why Uganda Dealers Buy Chinese Vehicles
Supply origin in this market has shifted decisively toward China over the past few years. Here is what that means for a dealer or importer sourcing stock.
Right-hand drive, non-negotiable
Uganda drives on the left and registers only right-hand drive vehicles. The steering configuration for every Uganda order is confirmed before a deposit is taken, because a left-hand drive unit cannot be registered.
UNBS verification done in China
The pre-export verification of conformity is arranged with an agency appointed under the Uganda National Bureau of Standards programme. The certificate is tied to the VIN, and consignments that arrive without it are held at the border with storage charges running.
Age ceiling plus environmental levy
Uganda applies a hard ceiling on vehicle age and an environmental levy that rises steeply for older units. We verify the manufacturing date before quoting and only offer units that make commercial sense inside the current rules.
Landlocked, so routing is the strategy
Uganda has no seaport. The two practical routes run via Mombasa through the Malaba border or via Dar es Salaam through Mutukala. The choice changes cost and transit time materially, so it is planned at quotation stage, not improvised on arrival.
Import Compliance: What Uganda Requires
Uganda compliance is a chain that crosses two borders. These are the steps in order.
- Importer registration and URA declarationThe importer of record is registered with the Uganda Revenue Authority and the customs declaration is filed against our proforma invoice. Under the Single Customs Territory the taxes for Uganda are assessed up front, so the declaration has to be right the first time.
- UNBS pre-export verification and CoCAn appointed agency inspects the vehicles in China before loading and issues the certificate of conformity tied to each VIN. The inspection covers the manufacturing date against the age ceiling, the right-hand drive configuration, roadworthiness, safety equipment and emissions.
- Ocean leg and bonded transitThe consignment sails to Mombasa or Dar es Salaam and moves inland under bonded transit. The routing, the border crossing and the transit documentation are arranged before the vessel sails, not negotiated at the border.
- Entry, registration and platesAfter entry the vehicle is registered with the national registration authorities against the clearance originals. Keep the document set together, because registration requires the originals.
The step that matters most: The step that cannot be recovered: the UNBS certificate of conformity must be issued before loading. A consignment that arrives without it is held at the port or the border, and demurrage accrues every day. We book the inspection as soon as shipping space is confirmed, which is why our Uganda files clear rather than wait.

Ports and Shipping to Uganda

Container loading. A 40HQ carries three to four SUVs or four to five sedans depending on dimensions, and mixed model loads are routine for dealers testing a new line.
How Uganda Import Duty Works
We quote FOB or CIF to the entry port. Uganda assessment happens under the Single Customs Territory, in the structure below.

Why there is no total percentage here: We deliberately do not publish a total percentage. The levy bands and the age-based component change, and the treatment of electric vehicles differs from petrol models. Your proforma invoice sets out the structure for your specific units, and we recommend confirming the final figure with a licensed Ugandan clearing agent before you commit.
Vehicle age and eligibility
Uganda applies a hard ceiling on the age of imported vehicles plus an environmental levy that escalates for older units, and the ceiling has been revised more than once. Rather than quote a figure that may already be out of date, we confirm the current position against your target model years before any commitment.
