Import Compliance: What UAE & Dubai Requires

The UAE is straightforward on duty but strict on conformity. These are the steps in order.

  1. GCC conformity certificationVehicles must meet the Gulf technical regulations and carry the conformity documentation required for registration. Non-GCC specification vehicles need a conformity certificate obtained before registration, and the entry port should correspond to the emirate where the vehicle will be registered.
  2. Shipping and customs clearanceThe consignment clears against the bill of lading, commercial invoice, packing list and certificate of origin, with the low Gulf common external tariff and VAT assessed on the value. Clearance is comparatively fast where the conformity file is complete.
  3. Registration and inspectionVehicles intended for local road use are inspected and registered, at which point the conformity position is verified. Vehicles intended for re-export follow a different route within the free zone regime and do not enter local registration.

The step that matters most: The mistake to avoid in the UAE is assuming a vehicle that runs perfectly will register.
