Import Compliance: What Saudi Arabia Requires
Saudi Arabia is the most compliance-gated market in the Gulf. These are the steps in the order they must be completed.
- Registration on the SABER platformImporters register the goods on the national product safety platform, which links the shipment to the conformity process. Registration is handled by the importer working with an approved certification body, and it should be initiated well before the vessel arrives.
- Conformity certification and pre-shipment inspectionA certificate of conformity confirming compliance with Saudi standards is required, supported by pre-shipment inspection documentation. Because the certification route runs through the platform and an approved body, we prepare the China-side technical file in parallel with booking.
- Shipping and customs clearanceClearance runs against the bill of lading, commercial invoice, packing list, certificate of origin and chassis documentation, together with the conformity file. The Gulf common external tariff and Saudi VAT are assessed on the value at this point.
- Registration and platingAfter release the vehicle is registered locally and plated. Keep the originals together, because registration draws on the clearance file and the conformity record.
The step that matters most: Saudi Arabia does not admit right-hand drive vehicles, salvage vehicles or ex-fleet units from certain categories, and the model-year window is tighter than anywhere else in the Gulf. These are not negotiable points of interpretation, so we confirm eligibility against the specific VIN before quoting rather than after the vehicle is on the water.

We quote FOB or CIF. The Gulf applies a common external tariff assessed on the CIF value, with Saudi VAT on top.

Vehicle age and eligibility
Saudi Arabia applies the tightest age rule in the region, expressed in model years rather than in years elapsed, and it prohibits salvage vehicles, ex-fleet units in certain categories and right-hand drive vehicles outright. Because a vehicle outside the window cannot enter at all, we confirm eligibility against the specific model year and VIN before quoting.
